Proposal results grounded in the work

Since 2009, I have managed or contributed to winning bids representing more than $150 million in awarded contract value. My work spans competitive bids, major public-sector solution delivery proposals, and proposal functions built to handle hundreds of submissions each year.

What the $150M+ represents

Across winning bids I have managed or contributed to, the resulting awarded contracts are worth more than $150 million in total. My role has varied by pursuit. I have served as proposal manager, bid lead, writer, editor, compliance reviewer, and contributing member of a larger proposal team.

The number does not suggest that I delivered $150 million in project work or produced every winning response alone. Proposal results are team results. My job is to create order, draw the strongest evidence from the people who know the work, and turn it into a compliant response evaluators can understand and score.

Awarded April 2026

Approximately $10M regional-district contract won against two national competitors

I served as proposal manager for an approximately 230-page response, coordinating an extensive contributor group and developing most of the content from inputs provided by a single sales leader. The bid won a contract worth approximately $10 million across the full term and received top marks from evaluators against two national competitors. The company's CEO called the response “the new standard for proposals.”

Experience across different buying environments

Sector knowledge helps, but my relationship-centric approach, meticulous analytical methodology, and keen eye for proposal design and aesthetics transcend industries. Evaluators need direct answers, relevant evidence, clear commitments, and a response that demonstrates a complete understanding of the requirements, cross-references related content, and follows every instruction in the procurement package.

Deep proposal experience

Digital transformation, managed services, SaaS and software, staffing and recruitment, healthcare, nonprofit, utilities, and infrastructure.

Recent proposal work

Construction, paving, waste management, mining, and custodial services.

Both sides of procurement

Bidder-side proposal leadership and experience building and leading a proposal function inside BC's healthcare system.

What clients and managers say

These recommendations come from engagements of very different scopes: individual bid assignments, repeat proposal work, and a two-year engagement in which I built an internal proposal function from scratch, managed it, and left behind a function that still serves Lower Mainland health authorities today.

“As expected, Brandon delivered the proposals in exceptional fashion and with plenty of time to deliver before the respective deadlines. I can confidently say that the quality of Brandon’s results, combined with his ability to work autonomously and in a self-directed manner (thus allowing me to focus on delivering our core services to our clients) ... has certainly resulted in increased sales revenue, and for those reasons I’m very happy to recommend his services.”
Michael W. · Chief Operating OfficerProposal client since 2014
“I would like to strongly recommend Brandon Plunkett's work during his 2 years at BC Clinical and Support Services Society (BCCSS / HSSBC) ... as Portfolio Manager, preparing a large range of IT infrastructure project proposals, Manager of the Portfolio Management team, which produced over 300 proposals a year, and as Proposal / Change Order Quality Assurance Manager ... Brandon did a great job in these roles.”
Brett R. · Former DirectorTwo-year contract engagement at BCCSS / HSSBC
“I've hired Brandon several times to write proposals with me and I appreciate his enthusiasm and dedication to the end result. He has a passion for what he does and I appreciate the opportunity to be the beneficiary of that energy. Keep up the good work Brandon!”
Bob P. · PartnerRepeat proposal client
“I hired Brandon in the summer of 2013 to assist on a 70 page proposal document. He is a solid collaborator, who brings good ideas to the table as well as having a keen eye in regards to the finer details of the work at hand. I was very satisfied with the end results, and would recommend Brandon to others looking for similar services.”

What success has looked like across my work

Successful outcomes have been the norm across my proposal career, but the work has not all been competitive RFPs.

Competitive contract awards

Winning bids I have managed or contributed to represent more than $150 million in awarded contract value. Recent work includes the approximately $10 million contract above, which earned top evaluator marks against two national competitors.

Some of these wins have transformed the businesses behind them. For a staffing firm, I built its proposal function from scratch, including the templates, content repository, and repeatable process. I then served as proposal manager on major contract awards. Many of those contracts remain in place today, and so does the proposal function.

I have managed winning proposals for municipalities, provincial agencies, and federal agencies across Canada. Much of my business comes through referrals based on my reputation for managing winning bids.

Public-sector solution delivery proposals

During a two-year contract engagement with BCCSS / HSSBC, I built and managed a proposal function that produced more than 300 solution delivery proposals each year for Lower Mainland health authorities. I had oversight of every proposal, and most resulted in the work moving forward between the public-sector organizations.

The portfolio included proposals covering the full range of IT infrastructure for the new St. Paul's Hospital, the Children's and Women's Hospital Redevelopment Project, and other major health-system initiatives. I also oversaw the annual growth and sustainment proposal cycle supporting the upkeep and modernization of IT infrastructure across all of the Lower Mainland health authorities served by the function. These were not competitive RFP wins. The solution delivery proposals functioned more like statements of work between public-sector organizations: success meant that the proposed scope was accepted and the work moved forward.

Business impact and repeat engagements

My relationships with clients come first. I provide white-glove, high-touch support because proposal work is demanding enough without leaving the people responsible for it wondering what is happening. I want every client to feel comfortable, informed, and confident throughout the process.

I consistently go over and above. When a deadline has demanded it, I have worked through the night. I pull useful content from interviews, rough notes, emails, spreadsheets, presentations, and whatever else a client can provide. I adapt around busy people, changing circumstances, and the way each team works.

That flexibility and personal attention are part of why clients hire me repeatedly. One client connected my proposal work directly to increased sales revenue, and another company's CEO called a winning response the new standard for its proposals. My clients know I care about them as people, not just about getting a document out the door.

Questions about proposal results

What does the $150M+ figure represent?

It is the cumulative value of contracts awarded through winning bids I managed or contributed to since 2009.

Do you guarantee an RFP win?

No. Competitive procurement never comes with a guarantee. I improve the quality, compliance, clarity, and scoring potential of your response. Final scoring depends on many factors outside my control, including your technical solution, pricing, reputation, relevant experience, references, years in business, and relationships with the buyer.

Why are some results anonymous?

Some work is completed through delivery partners or under client confidentiality requirements. In those cases, I identify exactly what has been anonymized and only publish outcome details that can be supported and shared.

Can you share more detail during a strategy call?

Where confidentiality permits, yes. I can discuss experience relevant to your sector, the role I played, and how I approached the response. I will not share another client's confidential proposal material.
